Thirty-six countries will compete at Eurovision 2027 in Burgas. The EBU published its official participant list on 28 October 2026, confirming Canada’s debut, North Macedonia’s return after five years away, and that three of the five broadcasters who boycotted in 2026 will not be coming back. Two countries — Spain and Slovenia — are outside the list but have been given until December to decide, so the final field can still reach 38.

Canada debuts, and it does not get Australia’s deal

Canada is the first country to debut at Eurovision since Australia in 2015, entering through CBC/Radio-Canada. One structural point gets misreported constantly and is worth stating plainly: Canada must compete in a semi-final. Australia’s 2015 debut was an invitation tied to the contest’s 60th anniversary and came with a place in the Grand Final attached. Canada has no such bye. It qualifies or it goes home on the Thursday.

The route in was different too. Australia’s SBS was an associate EBU member given a Reference Group invitation — something granted exactly once in the contest’s history. CBC/Radio-Canada took the other route, full EBU membership, which is the same door Kazakhstan’s Khabar Agency has been told it does not currently qualify to walk through.

CBC/Radio-Canada named its five selection finalists on 27 October, the day before the EBU list. The public vote on Canada’s Choice / Le choix du Canada closes on 5 November.

Who left, and why it is three different stories

Czechia withdrew on cost. ČT confirmed on 6 October that it will not compete in 2027, citing budget adjustments; it also does not plan to buy the broadcast licence. The context is a plan to save 350 million koruna across 2027.

Iceland, Ireland and the Netherlands will not return from their 2026 boycotts, and the EBU named all three explicitly. They got there by three different routes:

  • Ireland withdrew flatly on 17 September. RTÉ said participation “cannot be justified given the appalling and ongoing loss of lives in Gaza”, and it is taking the broadcast off Irish television too — the only one of the five to do both.
  • Iceland arrived conditionally. Six of RÚV’s nine board members voted on 30 September to stay away unless Israel is barred, a condition the EBU has shown no sign of meeting. Management, which the Director General pointed out actually takes the decision, did not override the board.
  • The Netherlands reversed twice. NPO confirmed a return on 23 September — the only reversal of a 2026 boycott anywhere — then withdrew on 27 October because no member broadcaster would carry the entry.

Two countries still have a decision to make

Spain and Slovenia are outside the published 36 and have until December. The EBU said both are “yet to decide on participation” and has given RTVE and RTVSLO a deadline.

For Slovenia this is the first published decision date the story has ever carried, and it is worth being precise about where it came from, because it squares a contradiction rather than creating one. RTVSLO said on 22 September that it had not requested a deadline extension and had not been given one. That remains true as the broadcaster described it. What exists now is a window the EBU has set and announced — not an extension RTVSLO asked for.

For Spain the deadline lands on an unusually stale story. RTVE president José Pablo López told the Senate on 22 September that he would propose a second consecutive absence, and the board vote to settle it was trailed for mid-October in Santander. It still has no reported result, close to seven weeks on. RTVE did name eighteen Benidorm Fest 2027 acts on 14 October, but Benidorm Fest also ran in 2026 with no Eurovision ticket attached, so a festival line-up is not a participation decision.

What reconciling this list exposed on our own pages

We check the official list against our own tracker every time one is published, and this one found three gaps that were ours rather than anyone else’s. France, Portugal and Azerbaijan were missing from every table on our Eurovision 2027 page. We had been reporting a confirmed field of 33 when the real number was already higher.

France is the embarrassing one. It is a Big Five member, pre-qualified for the Grand Final, whose participation has never been in any doubt — and it was simply never entered, because it never generated a news story to enter it from. That is the failure mode worth naming: a tracker built from announcements captures the countries that make news and silently loses the ones that do not. All three are now in, and Armenia has moved across from the pending table, promoted by the EBU’s list rather than by anything AMPTV has said.

Kazakhstan moves the other way. Khabar Agency’s debut bid is absent from the list, and with the EBU naming only Spain and Slovenia as still open, that settles 2027 by omission. The underlying story never resolved cleanly on the record: Politico reported on 10 September that the EBU had said Khabar “currently does not meet the requirements for full membership”, Khabar then denied applying at all, and the EBU published nothing of its own.

What is priced, and what is not

There is still no outright winner market for Eurovision 2027 anywhere. No fixed-odds bookmaker has opened one and Polymarket has not listed one. What existed was a participants market, and this announcement is what it was built to settle: the contracts resolve on whether a country appears in the EBU’s first official participant list, with later withdrawals explicitly not affecting resolution.

Twelve of the fourteen contracts closed on 28 October. Israel, Belgium, Germany, Italy, North Macedonia, Moldova, Austria and Canada paid out at 99.9c; the Netherlands, Iceland, Ireland and Kazakhstan paid out at zero. The Dutch contract was the heaviest book in the event at about $30.2K and it settled at nothing — the detail we unpack in our read of the resolution. Only Spain, at about 2.45%, and Slovenia, at about 5.2%, are still trading.

Two confirmed countries never had a contract at all, which is a standing limitation of this market rather than a complaint about it: Serbia, confirmed on 20 October, and Czechia, which actually withdrew on 6 October. The board could price neither. Current prices across all our tracked markets sit on the Eurovision winner odds page.

The calendar from here

Burgas hosts the 71st Eurovision Song Contest on 11, 13 and 15 May 2027 at Arena Burgas, after DARA’s victory in Vienna with “Bangaranga” gave Bulgaria its first win. The next dates that matter: Canada’s public vote closes 5 November, Spain and Slovenia report by December, and Portugal opens Festival da Canção submissions on 1 November for a one-night, sixteen-song final on 6 March 2027 — the first without semi-finals since 2012.
