Montenegro comes back after a break. Moldova, however, stops because of economic reasons and issues with its national selection.

A Noteworthy Event Format

The contest format stays a fan favorite. The rules are simple. First, aside from the Big Five and the host, 20 out of 31 semi-finalists move to the final. Next, the voting goes in two ways. Each country uses jury votes and public votes. Fans from countries that do not participate can vote online. This mix keeps every vote close and clear.
